A Hannibal man is in the Adams County Jail on a variety of charges in connection with an incident Wednesday afternoon in Quincy.

Adams County deputies responded to a report of a motorist stranded in the snow about 3:15 p.m. Wednesday in the area of 12th and Monroe.

Deputies said the man behind the wheel, identified as 28 year old Zachary Sinclair of Hannibal, appeared to be unconscious. They woke up Sinclair, who refused to unlock the car. He then appeared to be hiding narcotics inside the car.

Sinclair then tried to leave the scene, but couldn't because it was stuck in the snow.

Sinclair was charged with possession of a controlled substance and resisting/obstructing a peace officer, and on warrants for Missouri parole violation and petition to revoke probation.

Sinclair is being held without bond.
