Two Child Endangerment Arrests in Hannibal
A follow up on property maintenance issues at a residence Tuesday in the 900 block of Union in Hannibal results in two arrests. Hannibal Police say Community Service Officers requested police officers to respond due to an individual with multiple warrants at their location along with unsanitary living conditions and possible theft of utilities. On arrival, officers located 38 year old William Franklin and 39 year old Elsie Lain of Hannibal and four juveniles living in the house with unsanitary conditions. Officers also found eleven dogs in the residence. The Division of Family Services was called to take care of the children. Police say Lain initially gave officers a false name. Lain was arrested for endangering the welfare of a child, tampering with utilities, felony theft, interfering with arrest, 11 counts of animal neglect and five outstanding municipal warrants. Franklin was arrested for two counts of felony theft and four counts of endangering the welfare of a child. Both were taken to the Marion County Jail. Warrants on the child endangerment charges were issued this (WE) morning by the 10th Judicial Circuit Court.
