A Quincy man facing hate crime and assault charges has been found unfit to stand trial.

At a status hearing in Adams County Circuit Court Wednesday, Judge Robert Adrian ruled that 27 year old Evan Carter is unfit to stand trial for hate crimes and aggravated battery.

On June 13th, Carter is alleged to have attempted to cause a disturbance with three juveniles in the 1000 block of Cherry.

Carter is alleged to have uttered racial slurs toward the juveniles, chased them on a bicycle, sprayed them with what was believed to be pepper spray and shot at them with a spring or pneumatic powered weapon, striking one.

Carter will be transferred to the custody of the Illinois Department of Human Services.
