Quincy Man Arrested on Kidnapping Charges in Hannibal

A Quincy man faces kidnapping charges following a Saturday incident.
Hannibal Police say they were notified of a rolling domestic disturbance by Adams County 9-1-1. Officers located the vehicle at the Huck Finn Shopping Center. An investigation led to the arrest of 24 year old Devon Wittenberg of Quincy. A warrant was issued Sunday in Marion County charging Wittenberg with first degree kidnapping. Bond is set at 50-thousand dollars cash only.
