Hannibal Police and the Marion County Sheriff’s Department are joining forces to address the growing use of heroin in this area. Hannibal Police Chief Lyndell Davis says they cannot arrest their way out of this problem. The HEET Program or Heroin Enforcement… Education and Treatment will include education about the dangers of heroin and drug abuse. Marion County Sheriff Jimmy Shinn says this is a community problem that is claiming lives. Shinn and Davis say attacking the problem by reducing the demand for heroin is an approach worth trying. Part of that effort will be presentations at Hannibal High School and Hannibal Middle School from the National Council on Alcoholism and Drug Abuse. Authorities say heroin use is up sharply in the Hannibal area and elsewhere across Missouri due to the easy availability and low cost.
