The MEC ruled that LaGarce and the city violated state ethics laws in connection with brochures and newspaper articles published with information on upcoming ballot issues last year.
LaGarce had originally planned to appeal the ruling, but then after consulting with City Attorney James Lemon, decided against the appeal.
Lemon pointed out that a court fight with the MEC could cost the city thousands of dollars, while the fine levied against the city for the violation is just $280.
