Hannibal Police Announce Three Drug Arrests
Three people were arrested at Riverview Park on Tuesday, according to the Hannibal Police Department. Police say they discovered drug paraphernalia and a substance believed to be methamphetamine after a search of the suspects' vehicle.
49-year-old Ardell L. Bainter, 40-year-old Rhonda L. Fargis and 26-year-old Patrick R. Allen were arrested for Possession of a Controlled Substance, Possession of Drug Paraphernalia and Manufacturing a Controlled Substance.
The 10th Judicial Court of Marion County issued warrants Tuesday on Rhonda Fargis and Patrick Allen, charging them with the Class C Felony of Possession of a Controlled Substance. Bond was set at $25,000.00. Fargis and Allen remain in the Marion County Jail.

On Tuesday (September 8th), morning an officer of the Hannibal Police Department contacted three subjects in Riverview Park. A consent search of the subjects vehicle lead to the discovery of drug paraphernalia and a substance believed to be methamphetamine. Ardell L Bainter, 49, Rhonda L Fargis, 40, and Patrick R Allen, 26, all of Hannibal, were arrested for Possession of a Controlled Substance, Possession of Drug Paraphernalia and Manufacturing a Controlled Substance. All were released to the Marion County Jail on 24 hour holds. On September 8, 2015 the 10th Judicial Court of Marion County issued warrants on Rhonda Fargis and Patrick Allen, charging them with the Class C Felony of Possession of a Controlled Substance. Their bond was set at $25,000.00. Both remain in the Marion County Jail. A criminal charge is merely an allegation and the defendant is, of course, presumed innocent until and unless proven guilty.
