Quincy Aldermen approve a new retail incentive plan.

The plan aims are to attract and retain retailers. The plan targets big box stores and specialty niche retailers. The plan also includes help with development of retail buildings that are 20 or more years old. Ten aldermen voted in favor. Five voted against.
