JEFFERSON CITY, Mo. (AP) - The Missouri Senate has passed a $24 billion budget that includes pay raises for state workers. Senate passage of the budget came early this morning after some Republican senators dropped a two-day stalling effort. The budget also avoids cuts to a blind health care program.
