The Hannibal City Council officially learned Tuesday night of the cancellation of the Evening Kiwanis’ Arts and Crafts Festival during National Tom Sawyer Days.

Kiwanis officials had announced last week the cancellation of the event, because of COVID-19 considerations.

In other business, the council granted permission for the use of city property and the sale and consumption of alcohol during the annual Folk Life Festival in October.

A request was approved to permit decibel levels up to 125 dB during the Hannibal Bar-B-Q Festival in July.

And, a first reading was given to a proposed ordinance change that would allow a feline catch, neuter and release program to deal with the city’s feral cat problem.
