(Hannibal)--Hannibal voters go to the polls today to decide a proposed recycling fee increase.    Proposition 1 seeks to raise the fee to $1.90 from the current 70 cents a month.  The fee is added to each monthly utility bill residents receive from the Board of Public Works.  The Northeast Missouri Sheltered Workshop runs the recycling program.  The program provides jobs for 40 mentally and physically challenged adults and 8 full and part-time supervisors.  NEMO Sheltered Workshop officials say increased operating costs combined with lower prices for recyclables necessitate the fee increase.
