The Hannibal City Council votes to continue financial support of the Hannibal Nutrition Center.

At Tuesday night’s meeting, City Manager Jeff LaGarce told the council the FY 2015 budget has over $18,000 appropriated for the facility. Councilmen approved a Resolution continuing the financial partnership in the form of a Service Agreement for senior meals and other services. Mayor Hark abstained from the vote due to his serving as Chairman of the Board of the Hannibal Nutrition Center.

In other business, Second and Final Readings were given to 2 Bills:

  • One reaffirms procedures regarding the disclosure of potential conflicts of interest involving city officials.
  • The second authorizes an amendment to the original contract between MoDOT and the City for cracksealing at the Hannibal Municipal Airport. The amendment is necessary due to the difference between the original MoDOT grant amount and the amount of the bid submitted by the successful low bidder.  According to City Engineer Mark Rees, MoDOT Aviation is asking that $50,574.00 be added to the original grant. The local match will increase by $2,662.00.

A Resolution is approved clarifying the rights and responsibilities of a permit agreement with the Y Mens’ Club regarding operation of the Y-Men’s Pavillion in the historic district.

Gail Bryant of the Hannibal Convention and Visitors Bureau received approval to contract with the ad agency H & L Partners for advertising media buys for Fiscal Year 2015.  Bryant told the council H & L Partners was the only firm that replied of the 3 firms contacted.  Bryant says H & L is the state vendor and the agency offers proven expertise at a competitive rate.  The agreement allows the HCVB to spend up to $100,000 for media buys.

Kara Viorel of the Y Womens’ Club spoke to the council regarding an event called the Full Moon Bash and Dash to be held the evening of August 23rd.  The location will be  near the Cardiff Hill overlook and will include food, drink, entertainment and a one-mile run starting at 3rd and North Streets down River Road. Council approved a motion to shut down a portion of North Street during the run scheduled at 8 p.m.

The Council reappointed George Walley to the Hannibal Municipal Assistance Corporation.  The new term expires in 2017.

Two other appointments were also approved:

  • Dr. Ed Cline is reappointed to the Park Board.
  •  Betty Anderson is reappointed to the Board of Public Works.
