QUINCY, Ill. (AP) - A western Illinois man has been sentenced to nine years in prison after pleading guilty to his fifth DUI. Authorities say Scott Espe was arrested after a Quincy police officer stopped him while he was driving in rain without using his headlights. Espe's blood-alcohol level was more than three times the state's limit.
