SPRINGFIELD, Ill. (AP) - Governor Pat Quinn's plan to rescue the state Medicaid system includes rate cuts and raising cigarette taxes by $1 a pack. Quinn wants lawmakers to approve his proposal for filling a $2.7 billion hole in the system. The governor says that if lawmakers don't act, the Medicaid program will eat up money needed for other services.
