An area agency is seeking applications for a program in which federal and state prisoners will build affordable houses that will be sold to qualifying buyers.   The program is called Aspire Partnership Homes, and is available through the North East Community Action Corporation.    Applicants must qualify for a loan, meet income guidelines and be able to pay some of the costs.

The ranch-style homes will feature two bedrooms and one bathroom, and will be a little over 1,000 square feet in size.
