animal cruelty charges dropped

The Adams County State’s Attorney’s office has dropped animal cruelty charges against a Quincy veterinarian. State’s Attorney Gary Farha says his office will abide by a plea agreement made between his predecessor and Dr. Andrew Kaiser.
