SPRINGFIELD, Ill. (AP) - Gas taxes and license plates fees help the state raise nearly $3 billion a year for road construction and repair, but transit advocates say only a fraction of that pays for concrete and steamrollers. An expert with the Transportation Funding for Illinois Coalition says that $500 million of road money was "diverted" to other uses as late at 2011. Transportation spokesman Guy Tridgell the biggest drain on the road fund is escalating costs for employee pensions.
