(QUINCY)—A Quincy man is in the Adams County Jail on charges of fleeing to elude and on several outstanding warrants following his arrest early Sunday morning.

Quincy Police say they recognized Seth Mullins in a vehicle on the Casino parking lot at 2 a.m. Sunday. As officers approached, Mullins drove past them and went north on 20th street at a high rate of speed. Police say his car became disabled at 6th and Maple where he was taken into custody.

Mullins was wanted on previous charges for methamphetamine conspiracy, domestic battery and failure to reduce speed to avoid an accident.

An unidentified passenger in the car fled. He was later identified as a 16-year-old juvenile. He was arrested at 1 a-m today (MON) for obstructing justice and for a parole violation. The juvenile is in the Adams County Juvenile Detention Center.
