A Quincy woman has filed a federal civil rights lawsuit against the city of Quincy and a Quincy police officer.

The Herald Whig reports 24 year old Mary Parker filed the suit March 9th in U.S. District Court in Illinois’ Central District.

The suit claims police, specifically Officer Terry Hagan, failed to adequately protect her from an attack by her ex-boyfriend.

27 year old Tracy Malone is alleged to have stabbed Parker 34 times with a steak knife on February 9th of 2015 at her residence in the 600 block of Lind.

Parker alleges that Hagan and other QPD officers failed to operate correctly under the state’s domestic violence act and that her constitutional right to equal protection was violated.

Malone pleaded guilty to attempted first degree murder last July and was sentenced to 20 years in prison.

Attorneys for the city have filed a motion that the charges be dismissed.
