(QUINCY)—Quincy City Council members vote 10-4 to end discussions with Coastal Hydropower. Mayor Kyle Moore says he will notify the Federal Energy Regulatory Commission that Quincy is no longer interested and that permits the city currently has will be allowed to expire.

The vote ends nearly seven years of planning… negotiations and debate on generating electricity at locks and dams on the Mississippi.

Aldermen expressed concerns that they could not guarantee the project would come without cost to taxpayers at some point.
