(Quincy, Ill)—Three Quincy residents are jailed on fraud charges after Police say they allegedly misused an Illinois Link card for more than $600 in fraudulent transactions.  The investigation began when a resident reported his Link card was apparently intercepted and used at numerous Quincy businesses including Wal-Mart, Walgreens, Hy-Vee, Save-A-Lot and County Market Express between February and mid-March of 2012. On Saturday, Police arrested 49 year-old Kimberly J. Nelson, 20 year-old Joshua P. Nelson, and 20 year-old Seaira S. Altheide on charges of Fraudulent Use of Electronic Transmissions involving Public Aid.  All three are lodged in the Adams County Jail pending a Monday court appearance.
