On Sunday evening, officers of the Hannibal Police Department responded to a report of three male subjects looking into vehicles in the 1800 block of Hope St.

Officers contacted the subjects and learned one of the subjects, 17-year-old Vincent D. Elder, of Hannibal, had an active Marion County warrant. When officers advised Elder he was under arrest, he fled from the officers on foot. After a short pursuit, Elder was apprehended and taken into custody.

Elder was charged with the Marion County warrant, Resisting Arrest, and Possession of a Controlled Substance with Intent to Distribute. He was released to the Marion County Jail on a 24 hour hold pending a warrant.

A criminal charge is merely an allegation and the defendant is, of course, presumed innocent until and unless proven guilty.
