A proposed vehicle impound ordinance in Quincy does not get a first reading. 

The proposal was the subject of heated discussion at Monday’s Quincy City Council meeting. Alderman Mike Farha says the ordinance wasn’t presented in a proper way. Farha then said he was willing to make a motion to hire two new police officers but Mayor Kyle Moore says that can’t be done without funding to offset the cost.

Quincy Police Chief Copley estimated the proposed ordinance could recover around $130,000 a year to offset hiring costs of the two additional officers.

Mayor Kyle Moore previously asked Chief Copley to find ways to improve the department's budget and recoup costs, otherwise hiring additional officers would not be an option given the city and state's budget woes.
