(FESTUS)--Low Mississippi river levels are leading to water issues in Jefferson County. Residents in some of the towns along the river have been dealing with water shortages and poorly tasting water due to the low water levels. According to the manager of the Festus water plant, they've been pulling an average of 700,000 gallons a day from the river. Last year's average, on the other hand, was 1.6 million.
