There is a snag in a plan to upgrade Mark Twain Avenue. City Manager Jeff LaGarce told the Hannibal City Council Tuesday evening that the city and MODOT each own half of the road.

Hannibal is in negotiations to keep things as they are because of maintenance issues on the hillside along the right of way, but MODOT wants to give Hannibal complete ownership of the street.

LaGarce said plans to add sidewalks and decorative lighting are still being negotiated with MoDOT.
