CHICAGO (AP) - Investigators who look into complaints against Illinois doctors are being warned of pending layoffs in January unless the Legislature raises doctor licensing fees. An Department of Financial and Professional Regulation spokeswoman says 18 positions are targeted for elimination, including more than half the state's investigators. She says staff are being told of the layoffs today.

CHICAGO (AP) - Illinois lawmakers are considering a measure to cap any wage increases for state employees in contracts negotiations between their unions and the governor's office. State Rep. John Bradley says he sponsored the bill because he thinks the state has made too many financial promises it can't keep. Union leaders say the measure would restrict their negotiating rights and that their members shouldn't take the hit for problems politicians created.
