CHICAGO (AP) - Governor Pat Quinn has signed legislation that pays off more than $1 billion of Illinois' overdue bills. Quinn yesterday signed legislation that pays down the bill backlog of a number of social service providers. Among the bills being paid off, the Community Care Program will receive $142 million, group health insurance will get $350 million and $500 million will go to Medicaid bills.
