SPRINGFIELD, Ill. (AP) - Illinois Democrats say a $4 billion short-term loan could make a big dent in the state's pile of unpaid bills.

Illinois owes nearly $9 billion to charities, businesses and local governments which provide services and materials, and Democrats are preparing legislation that would allow them to borrow to reduce the backlog. Republicans have stopped previous attempts, saying another loan isn't the answer.
