Illinois' credit rating has taken another hit. Standard & Poor's lowered the rating a notch today because of the deadlock over how to solve the continuing pension problems. That means state borrowing could cost more. Only California has a lower rating from S&P. But the service says California's outlook is positive and the outlook in Illinois is negative.
