(HANNIBAL)—A rezoning proposal for property bordered by Pleasant, St. Marys Avenue and US 61 is declined by the Hannibal City Council on a 4-3 vote.

Those voting against say there are too many unknowns about plans for the property. Neighbors worry a change to allow commercial activity would increase traffic and noise and potentially hurt property values.

Council members vote down a proposal for speed tables on Stardust. An increase in the speed limit from 25 to 30 miles per hour is approved.
