SPRINGFIELD, Ill. (AP) - Governor Pat Quinn says he has submitted the "most difficult" budget he's ever had to since he took office. The budget plan Quinn announced yesterday would spend $35.6 billion in general operating funds. The governor says lawmakers' inaction on the pension crisis has squeezed out spending on other services.
