A traffic stop for expired license plates results in a methamphetamine arrest by Hannibal Police.

Officers stopped a car driven by 45 year old Terrence Phelps Wednesday in the 2900 block of Warren Barrett. Officers say Phelps was concealing something in his mouth and spit several items in the officer’s face when ordered to open his mouth. Police say the items were found to be individually packaged bags of a substance believed to be meth. Phelps was also found to have an active Marion County warrant for a probation violation. Phelps is held in the Marion County Jail on 20-thousand dollars cash only bond on the probation warrant.. Phelps is also charged with possession with intent to distribute a controlled substance, driving while revoked, failure to display valid license plates, no seatbelt, no proof of insurance and assault on a law enforcement officer.
